Trust as a Layer on Semantic Web and Fundament for Development of Socoocognotive Paradigm in Higher Education Information Systems
This chapter will introduce Semantic Web and Web 3.0 concepts from philosophy of information and practitioner's perspective with a particular focus on the top layer of Semantic Web technology—trust. In order to implement a new technology in everyday use, it is important that users have certain levels of information literacy which can increase their capacity to absorb benefits of Web 3.0. Therefore, this chapter includes the Information Literacy 2.0 framework that underlines a new user standard in a dynamic Semantic Web environment. Furthermore, this chapter briefly analyzes a shift in focus from individual models to shared knowledge models as a new sociocognitive paradigm. There is evidence that such a shift is currently happening in different scientific disciplines. One reason for it is penetration of Semantic Web into everyday use allowing more and more people to be connected into the sociotechnical system. Such a trend redirects the focus of analytical observation toward group properties and its communication infrastructure. Trust is an important feature of any sociotechnical system. Thus, this chapter devotes a significant effort to analyzing the concept of trust and its impact on the higher education in the Semantic Web environment. Epistemology of trust will be discussed from philosophical, managerial, and higher educational angles. In the last part of the chapter, a stakeholder analysis framework for the evaluation of trust in higher education Semantic Web environment is proposed. Such a framework could be used in all 3 major stakeholder groups, higher education institutions, students, and government agencies, in order to increase efficiency and resilience of the system in which all of them constitute an important part.
