Implementation of Emergency Control Center of Transmission System Operator in Albania
Transmission System Operator in Albania has so far had only one dispatching center. But, in order to increase reliability and safety of monitoring and control functions of transmission system, and also to fulfil ENTSO-E demands, Emergency control center (ECC) is now being implemented. SCADA functions for system’s monitoring and control, as well as AGC functions for automatic generation control, are being implemented in ECC. SCADA function is used upon transformer substations at 200 kV and 400 kV voltage levels, while AGC function is used upon hydro power plants engaged in load-frequency control in Albania. ECC’s communication with remote objects is done using IEC 60870-5-104 communication protocol, while ICCP communication protocol is being used for communication between centers. In each remote object additional communication device is being installed, whose role is to block unauthorized commands from center and, where needed, to serve as protocol convertor.
