From socialist Yugoslavia to the European Union: Second home development in Croatia and Slovenia

In line with similar trends across most of Europe, second homes became an increasingly popular phenomenon in many areas of Croatia and Slovenia after World War II. After the phase of conversion and adaptation of the existent housing stock into secondary residences (in the 1960s and 1970s), this development continued in both countries with intense construction of family holiday houses (in the 1970s and 1980s) and finally evolved into the phase of building multi-apartment recreational complexes (in the 1990s and 2000s) in the leading second home areas. In the period of the Socialist Federal Republic of Yugoslavia, Croatia and Slovenia shared the same socio-economic context in terms of second home development. Once independent, Slovenia completed the period of transition relatively quickly and became a full member of the EU and NATO in 2004. The development in Croatia was, however, interrupted by the Croatian War of Independence, and it was thus only in the late 1990s when the country began its social and economic transition and became a full member of NATO and the EU in the years 2009 and 2013, respectively. The objective of this chapter is to analyze the second home phenomenon in Croatia and Slovenia in the context of other former socialist European countries. Contemporary second home development is further examined in Croatia and Slovenia in the time of socialism and in the period of political and economic transition, as well as in recent years in the context of market economy. Based on an analysis of the data from the last two censuses, the study observes the contemporary second home development in individual physical geographical regions and by specific types of second home areas in both countries (at the level of 556 towns and municipalities in Croatia and 210 municipalities in Slovenia).
