Absorption capacities of Western Balkan Countries – Poverty reduction and Employment Perspectives
The question remains if Western Balkan countries are really doing enough to adjust their legal, institutional, political, investment and business environment for the purpose of absorbtion of EU funds (pre- accession and later structural or cohesion funds), especially considering the fact that they had a chaotic recent history and that their capacity for new employment or poverty reduction is quite limited and very much influenced by the trends in the EU and the evolution of the global crises. Special attention should be given to the particularly vulnerable to poverty (i.e. households in remote rural areas, children, women, and single elderly people). Most of the poor are unemployed, early retired or not educated enough, so investment in human capital and demographic renewal is essential. EU funding should be used to encourage regional projects, integration of former refugees and reconciliation, as well as for the improvement of the business and administrative environment. This would elevate the level of their absorbtion capacity.
