The planning of aggregates practically does not exist in Croatia. The strategy of mineral raw materials from 2008th year, provides data on the number of exploitation fields, the amount of reserves and exploration from 1998-2006 and estimates of the exploitation are wrong because it is not envisaged economic crisis. There is also no data at the basis of which it can be sufficiently accurately estimate future consumption considering that there is no information on the planning of consumption aggregates in the construction sector. In the spatial plans apart from the basic data of the exploitation of them there is no estimate of future consumption of the construction materials. There are only estimates of the companies individually for their deposits. Experience has shown that due to unstable markets and unreliable companies planning their production plans on an annual basis. The planning is not effective. The supply and demand is not explicitly expressed. Besides the data of the companies about the planned production of aggregates from their deposits at the annual and five-year level, there is no other specific plan. The integration across primary and secondary sources is not solved. The inventory for primary aggregates is up to date and comprehensive enough (sufficient important data) and managed by the Mining Authority. The inventory for secondary aggregates is separated (inert waste/mining heaps are managed at the Mining Authority, hazardous waste and C&D wastes are managed at the Environmental Authority). It means that the potential of secondary and primary aggregates could serve good base for more effective aggregates planning. There is no contribution if we look at planning through the integration of the primary sources and secondary aggregates. If you observe only the planning of the primary of aggregates contribution exists through the implementation of legislation on the environment, nature and the mining industry as well as dispositions for the implementation of spatial plans, but only for each deposits separately. There is no excellence in the planning, but the new regulations promise to bring substantial improvements. The implementation of new laws on mining, the spatial and the planned construction begins the process of policy making in the sector aggregates. There is no overlap in legislation and inconsistencies between sectors. However, in the consultation with the Sector of the mining Ministry of economy we have found that there are two sectors that are engaged in the production the natural of aggregates and there is inconsistency in the information flow. According to the mining industry the exploitation of aggregates from river beds and inundation zones carried out by the Water Act. The company that exploits the aggregates according to the Water Act is not required to submit data about the amounts exploited to the competent authorities for mining, which makes an annual record of the exploitation of mineral resources. This leads to a reduced amount of aggregate production that is representative of the Sector of the mining Ministry of economy. The data on reserves of aggregates which are exploited by the Water Act shall be submitted to the national water management inspection, mining inspection and Croatian waters and the amount taken out to the ministry responsible for water management and to the ministry responsible for finance. The department for mineral resources in Croatian geological survey from last few years is involved in few EU projects financed from 7th Framework Programme (FP7-NMP-2013-CSA-7) ; Coordination and Support Actions (CSA), Programme scheme: NMP.2013.4.1-3 (European Intelligence Network on the Supply of Raw Materials) and from Programme: South East Europe, Priority: Protection and improvement of the environment, Area of Intervention: Promote energy & resource efficiency. In these projects department for mineral resources have developed services and tools for the sustainable management of mineral resources, with an emphasis on stone aggregates. The experience gained working on such projects ; department for mineral resources passed the recommendations and guidelines in spatially planning documentation of Croatian counties.
