TQM (Total Quality Management) is comprehensive philosophy of living and working which emphasizes continuous quality improvement. Main elements of TQM (author W.E.Deming) are shown in 14 Deming's principles, with characteristic PDCA cycle. TQM is implemented in higher education as well, where among successes problems could be found as well. It seems that the main problem consists in accepting comprehensive TQM philosophy. Although there are many reasons for implementing TQM to Croatian universities, it can be expected that among well-known problems, some specific difficulties, concerning our special circumstances, will occur.
