(In) Compatybility of Croatian Qualifications Framework and European Qualifications Framework on qualification levels of higher education
The Republic of Croatia has a binary or dual education system (university studies and professional studies) that is result of the comprehensive reform within the framework of the Bologna Process. Higher education institutions are universities, polytechnics and schools of professional higher education. Universities are delivering university studies (may deliver professional studies also) and polytechnics and schools of professional higher education may deliver only professional studies. In 2013 Croatian Parliament passed Croatian Qualifications Framework Act. The Act establishes the Croatian Qualifications Framework (CROQF) that is reform instrument which aims at „increasing transparency and quality of the overall educational system, linking education with labour market needs and establishing a formal system of recognition of non-formal and informal learning”. But in 2015 Constitutional Court made a decision to repeal the part of the Act that said that the specialist professional graduate studies are at equal level of qualifications to university studies. Now, new Act is in process of development so specialist professional graduate studies cannot be found anywhere in the Act and students do not know on which qualification level they would be. The aim of this paper is to define CROQF and to describe problems which can make CROQF incompatible with European Qualification Framework.
