As the tax burden on the citizens of the Republic of Croatia is very high, it is necessary to pay more attention to non-fiscal incomes. Significant non-fiscal incomes can be realized in the structure of the state budget, but also in the budgets of local communities if the public housing estate is further privatized. This would have not only a fiscal but a significant legal effect as proof that Croatia is a democratic and social state.
