Evidence of the Transformation of Military Base at Burnum into Municipal Centre

Shortly after the Batonian uprising (6-9 AD), a military camp was built in Burnum which stationed soldiers of the XIth legion. The arrival of the military personnel attracted a wide spectre of people with different professions and interests – from merchants and artisans to various courtiers – who settled in canabae which surrounded the military base. These civilians, together with the military staff, constituted one of the most populated communities of the 1st century Dalmatia. Burnum was a wide agglomeration which consisted of legionary and auxiliary camp, amphitheatre, campus, satellite fortlets as well as civilian structures – the hillfort near Puljani where local Burnistae settled and the previously mentioned civilian canabae. The epigraphic sources provide evidence of several shifts of legionary and auxiliary units at Burnum. However, after the Legion IV Flavia Felix left Burnum in 86 AD, military and strategic importance of the camp diminishes. Nevertheless, during Trajan's rule, Burnum stationed a vexillation of the Legion VIII Augusta whose presence has been confirmed with several inscriptions of its soldiers and stamped bricks. The process of demilitarization of Burnum reached its peak during the rule of Hadrian. In 118 AD – at latest – the camp was completely transformed into a civilian settlement with municipal status and from then on ceases to be a military base. In this essay we will try to portray the process of Burnum's transformation from a military base to a civilian settlement, how the civilian canabae developed and what was the potential status of the local Burnistae.
