Applying the Dispa-SET model on the Western Balkans power systems

The ongoing climate change, together with the global increase in energy consumption and unpredictable fossil fuel prices, as well as the need to keep energy affordable for consumers and businesses have been the main drivers for the development of the Western Balkans Electricity Roadmap and Sustainability Charter. These two agreements mainly focus on the implementation of the power exchange, market coupling with the neighbours, improving the governance of energy efficiency and larger use of renewable energy in the region. All these targets bring up the need for the development of new governance systems that will be based on competitive, secure and sustainable national action plans. The energy planning and energy modelling concepts will play a great role in the fulfilment of these targets which will mainly focus on the increased competitiveness and security of the systems, diversification of power supply and increased interconnection capacities between the Western Balkans countries. For these purpose the Joint Research Centre has developed a unit commitment and power dispatch model named Dispa-SET which focuses on the balancing and flexibility problems in European grids. The model has been applied on the six countries in the Western Balkans region and is released as open-source (both the input data and the model are made available). Furthermore, three different scenarios have been developed. The year 2010 has been used as a reference scenario for model validation. The second scenario has been developed according to the implementation of national energy strategies for the years 2020 and 2030, while the third scenario has been developed with the purpose of determining maximal share of renewable energy sources in the regions power mix. Simulation results indicate that integration of additional wind and sun capacities, compared to the short and long term national strategies for the years 2020 and 2030, can be done without compromising the stability of the system.
