Supporting Entrepreneurship Through a Self- Employed Programme – the Case of Zagreb
Based on the European Union's development strategy Europe 2020, launched in 2010, the European Union aims to achieve economic growth based on knowledge, social inclusion and reduction of poverty in Europe that all social groups will participate in. Main drivers of the European Union's development strategy are certainly also cities, including the City of Zagreb. Faced with a significant number of unemployed and socially excluded citizens, the City of Zagreb as one of the strategic objectives of the Social Plan of the City of Zagreb for the period 2014 to 2020 set the reduction in unemployment in the City of Zagreb through the strengthening of local employment strategy based on support of local partnerships for employment and creation of development instruments in the form of grants supporting self-employment. The Social Plan of the City of Zagreb is not only in line with the economic guidelines of the Government of Republic of Croatia, but also with the development strategy Europe 2020. The self-employment programme was launched in 2014 when the City of Zagreb allocated resources in its budget for the support of unemployed people. The entrepreneurship and self-employment as a form of reduction in unemployment are an important part of active employment policies. This work shows the measure with which the City of Zagreb in co-operation with the Croatian Employment Service – Regional Office Zagreb and the Zagreb Development Agency aim to help the unemployed people through a structured support of all the three participating institutions and with the objective of supporting the creation of new entrepreneurial subjects by the unemployed. The measure include education in the field of the entrepreneurial competencies, grants and continuous support and consultancy by professionals in order to decrease the risk of failure and secure permanent sustainability of businesses. The work presents the form of legal entities registered by the entrepreneurs based on this measure and activities the entrepreneurs opted for. The effects of the measure were analyzed not only through self- employment but also through employment of new workers in the newly established companies through this measure.
