Organisation and Independence of the Judiciary in Croatia and Slavonia 1848–1918 The transition of the judiciary in Croatia- Slavonia from feudal to modern was determined by internal and external influences, the latter coming primarily from Vienna and Budapest. This development was neither simple nor linear, and it depended highly upon political constellations. Extensive modernisation imposed from Vienna in the 1850s set the basis of the modern Croatian judiciary, which was internally challenged in 1861, then redefined and improved in the period of extensive internal modernisation from 1873 to 1880, whose principal tenets (separation of the judiciary from administration, the granting of judicial independence) were suspended in the 1880s and 1890s. Eventually, the Croatian legal system became rational and quite complete yet also authoritarian and bureaucratic.
