Sažetak
Croatia has recognised the importance of preventive public health programmes, but their effectiveness (due to poor response of the population) is not at a satisfactory level, which has a negative impact on rationalisation of public spending. One of the possible solutions is taking into account stated preferences of the target population. Thus, the main objective of this research is to determine methodological and applicative foundedness of the evaluation of stated preferences during planning, organising and implementing preventive public health programmes. For this purpose, a questionnaire was created (using a fractional factorial design) that enabled elicitation of preferences of the target population using three different methods – discrete choice experiment (DCE), contingent rating method, and the best-worst scaling method (BWS). The BWS method was used to estimate the relative impact of preventive health program attributes on utility of the respondents. These attributes are also proven to be in correlation to the decision on responding to the screening. Evaluation of the preferences of the target population undoubtedly indicates the need for the implementation of market principles in the process of planning, organising and implementing public health programmes.
