New Forms of Employment
Introduction of new forms of employment in national legislation is a slow process in Croatia, partly due to disagreements between trade unions and the government. A tripartite consultation on the drafting of legislation is conditio sine qua non and should be encouraged, but it cannot be overstated that the level of social dialogue in Croatia is low. Unsurprisingly, trade unions in Croatia strongly oppose the idea of flexibility of labour standards. This was evident during the lengthy negotiations of the social partners when drafting the new Labour Act of 2014. The new forms of employment analyzed here were only introduced in Croatian employment legislation in 2012 (a voucher system) and 2014 (a form of labour pooling) as a delayed and fragmentary/incomplete response to the crisis on the labour market.
