Multi - (inter) - cultural and Minority Education in the Republic of Croatia – Challenges for Teacher Education and Professional Development

The goal of this paper is to give an overview of key issues related to intercultural and minority education in Croatia with special emphasis on teacher education. In the first part, the contemporary educational context regarding minority education is explained. In the next section, an analysis of main policy documents is presented with special focus on the Law on Education in the Language and Script of National Minorities (2000), the Constitutional Act on the Rights of National Minorities (2002) and the National Curriculum Framework for Pre-school Education and General Compulsory and Secondary Education (2010). The models of minority education are explained as well as the role of intercultural education within the National Curriculum Framework. The curricula for initial teacher education are examined with regard to intercultural and inclusive themes. The implications of the recently proposed “qualifications standards” for teachers are discussed in light of the empirical research findings on teacher students’ perceptions of their intercultural competence. The analysis of initial and in- service teacher education curricula reveals that the teacher education system does not respond to the dynamic societal needs for building intercultural awareness and sensitivity.
