Evaluation of the Administrative Courts’ Reform in Croatia
This paper deals with the recent reform of administrative judiciary system in the Republic of Croatia. Croatian administrative judiciary system was established in 1952, and recently reformed by the Administrative Disputes Act in 2012. Although the preparations for the reform were thorough, and many experts in the field participated, the new system still suffers from an inadequate regulation of administrative dispute in certain elements. The paper is divided in three main parts. The first part deals with the reasons for the reform, more precisely, the general influence of the Europeanization on the administrative dispute regulation. The following section presents results of the reform, and the third part consists of an analysis of the existing problems. It will be seen from the following analysis that the reform definitely had certain positive effects, and that it can be evaluated as generally successful. However, current regulation is still inadequate in certain elements, and suggestions will be given for its improvement.
