Allocation of costs in cogeneration facilities - implications for investment
Croatia is facing significant generation capacity deficit which is going to increase even further in coming years as some facilities will be retired. New investment is planned in gas generation capacity. Given that Croatia has large number of urban households connected to district heating network, we analyze the investment in combined heat and power gas plant and evaluate its competitiveness against condensing gas power plants as well as alternative options for heat production. We find that even without any support for cogeneration facilities, combined heat and power plants give superior return to the investor over condensing gas power plants and their heat products are competitive against alternative options.
