Evaluation of quality improvement instruments in Croatian local governments – part one
Recent studies conducted in Croatian local self-government allowed to indicate the towns implementing specific quality improvement instruments without deeper analysis of the results achieved thereby. This paper is meant to go step further and conduct an evaluation study examining the effects quality improvement instruments have on organizational operation (performance evaluation) as well as on the produced outcomes (outcome evaluation). The hypothesis is that implementation of quality improvement instruments affects the inputs required for organizational functioning and the way things are to be done. Furthermore, it contributes to some directly tangible changes as well as the broader effects of organization. In line with the objectives of quality management in general it is supposed that implementation of quality improvement instruments positively affects the overall organizational performance and outcomes. By providing empirical proof on the benefits of using quality improvement instruments, it is possible to advocate further expansion of their usage.
