Public and and Private Sector Partnerships: Co-operation for Public Utilities Companies and Development Projects (Town of Rijeka and Primorsko Goranska County)

From the beginning of the 1990s, public and private sector partnerships have grown to become an important tool by the concept of third way economices. It has been understood that there is no single key to sustainable develpment and that optimal social and economics development can be achieved only when the public and private sector work together. For the countries in transition, it is of the greatest importance to understand that "sustained development requires institutions of good governance" that embody transparent and participatory processes and encompass partnerships and other arrangements among the government, the private sector, non-governmental organizations and other elements of civil society. Furthermore, it is important to realize that PPP models are eidely applicable in the world practice and stimulate by numerous international institutions (UN, WB, EBDR), integrations such as the EU and other public funds in particularly developed and developing countries. Understanding the PPP, adequate impulses, impacts and involvement of the local (county) authorities can be a strong challenge for the private deomestic and foreign investors to co-operate with towns and communities in realizing the projects of both sides of interest.
