German Media and Propaganda in the Independent State of Croatia

During the entire period from April 1941 to May 1945 the wartime Independent State of Croatia [Nezavisna Država Hrvatska - NDH] was exposed to strong German political and military influence.1 While during 1941 the NDH was a satellite state exposed to strong German influence, it is more than certain that during the course of time it became just one among many European countries under German military occupation. As a result, numerous German institutions and strong military units were present on its territory and among them special services and officers for propaganda and media. Additionally, approximately 180000 of Croatia’s ethnic Germans (Volksdeutschers) were organized within the ranks of the German Ethnic Group in Croatia (Deutsche Volksgruppe in Kroatien, or just the Volksgruppe as it was also known). Its propaganda was domestic propaganda oriented towards a specific group of the domestic population. Due to its nature it was almost similar to German propaganda in the Third Reich intended to affect the Germans in the Reich itself. Due to that feature it differed from all other means of German propaganda activities in the NDH, which were organized by institutions from the Third Reich in order to affect the non-German population of a foreign country. The Volksgruppe’s media and propaganda system functioned from its establishment in spring 1941 to October 1944. Numerous kinds of German propaganda exploited various media in order to transmit their propaganda messages to intended recipients. Due to the more than limited space of the paper only a short survey of some of the most important features and aspects of German media and propaganda activities in the NDH is presented.
