EUROPEAN STANDARDS FOR LOCAL PUBLIC SERVICES AND THEIR APPLICATION IN CROATIA
Paper deals with the public services (services of general interest) and changes in conception connected with that concept. It hypothesis is that the complexity of public services has it effects on functioning local public services in Croatia. The chapter is divided into five parts. After the introductory chapter, second chapter analyses complex world of modern public services, especially internal and external sources of complexity that (re)shape concept of public services. The process of Europeanization of public services is analysed in part three. Through the concept of ‘services of general interest’ the EU creates its own approach to public services, mainly having in focus realisation of the Single Market and building of the special ‘European model of society’. General principles of legal regulation of services of general interest in the EU law have been lay down in the Treaties (Treaty on the EU and Treaty on Functioning of the EU), Protocol (26) on Services on general interest, as well through the European Charter on Fundamental Rights of the EU. Part four is devoted to local public services in Croatia, especially so called ‘communal services’ which are regulated through special law. Finally, several conclusions have been put forward in the concluding part five of the chapter.
