Regulatory benchmarking in case of a single national distribution system operator
This paper evaluates the cost efficiency of 21 regional distribution areas of a single electricity distribution system operator (DSO) in Croatia. Individual efficiency scores are calculated based on publicly available as-well as company data. Following international regulatory practice, different methods are applied on several models. However, the choice of benchmarking methods is limited due to small sample, so two methods are applied: COLS and DEA. In case of DEA two assumptions are used, Constant Return to Scale (CRS) and Variable Return to Scale (VRS). The specification of the models reflects the particularities of distribution areas, including structural elements such as density. Further, to alleviate the problem of random data affecting the results, three-year averages are used.
