23rd International Conference on Software, Telecommunications and Computer Networks (SoftCOM) - SoftCOM 2015

The 23rd International Conference on Software, Telecommunications and Computer Networks (SoftCOM 2015) was be held in attractive ambience of the Elaphusa hotel, Split, September 16 to 18. The Conference has been organized by the University of Split, Faculty of Electrical Engineering, Mechanical Engineering and Naval Architecture (FESB) and Croatian Communications and Information Society (CCIS) under the auspices of the Ministry of Science, Education and Sports. The Conference has been technically co-sponsored by the IEEE Communications Society (Com Soc). Researchers and experts from industry, research institutes and universities from 30 countries all around the world have submitted in total 152 papers for presentation at SoftCOM 2015. Submitted papers have been reviewed by more than 200 scientists from universities, institutes and ICT companies all over the world. All accepted papers have been carefully selected based on their contribution, relevance, conceptual clearness and overall quality. 49% of submitted papers have been recommended for presentation within the technical program. The technical conference program featured sixteen conference sessions including three special sessions, the Symposium on Green Networking, and the Symposium on Environmental Electromagnetic Compatibility. The special sessions have been dedicated to hot topics including: RFID Technologies and the Internet of Things, Ad Hoc and Sensor Networks, and OoS in Wired and Wireless Networks. Besides the scientific program a professional workshop dedicated to the wide spectra of topics in ICT was organized. In addition, five half day tutorials were held by worldwide recognized experts. In conjunction with the SoftCOM 2015 conference a Business Forum was organized featuring invited talks and workshops with participation of managers, executives, experts, government and institution representatives who discussed and exchanged opinions and experiences on a number of hot topics in contemporary and future ICT industry and market including business, technological and social aspects. The 4th Workshop on Software Engineering in Practice gathered researchers and professionals from industry who presented new developments in these emerging topics. The 4th Workshop on Innovation in ICT was focused on the process of innovation, system and infrastructure development in the area of ICT. The program also included presentation of the students projects in the frame of the Ericsson Nikola Tesla summer camp 2015. Round table on Broadband access on Adriatic islands has been organized jointly with the Croatian Regulatory Authority for Network Industries HAKOM and the Faculty of Electrical Engineering and Computing in Zagreb. Round table on Education ICT was focused on recent trends in development of study programmes in accordance with the qualification framework. On behalf of the Program committee we would like to thank and credit the authors for their excellent contributions. Particular thanks to the reviewers for their great job as well as to the IEEE Communications Society (Com Soc) Technical Committee of Communication Software for the support. We are also thankful for collaboration to the universities from Salento, Colmar, Beira, Ancona, and Zagreb for valuable contributions to the quality of the Program significantly.
