Civil security Governance Systems in the New EU Member States: Closer to “Old Europe” or a Distinctive Path?
In the chapter, the shape and evolution of the civil security governance systems in the “new” EU members states (NMS), with particular focus on the post-communist countries are examined. The specificity of the NMS is analyzed in three respects: a) types of threats (based on emdat.be data) ; b) perception of threats (based on Eurobarometer data) ; c) organization of civil security systems and their evolution in the relation to the EU accession. The first two aspects are analyzed quantitatively (cluster analysis) while the third is presented qualitatively, including the presentation of the evolutions of the systems. The analysis tests if we can observe a path dependant type of development of the new member states’ civil security systems or more universal processes with no specificity. It is examined whether new member states constitute a specific cluster in terms of threats and in terms of risks perception, and whether the actual shape and evolution of the systems can be attributed to these specific features. The case of Croatia is analysed as an example of civil security governance system in NMS. Particularly the Europeanization concept is tested for its explanatory value.
