Metode vrednovanja kapaciteta i kvalitete usluge u trajektnoj luci

U radu su analizirani tehnološki procesi odvijanja prometa u trajektnoj luci u svrhu podjele luke na podsustave. Učinjena je podjela morske putničke luke na tri osnovna podsustava: prostor krcališta, prostor za razvrstaj vozila i prostor za smještaj putnika i prtljage. Nakon provedene podjele, analizirani su koncept kvalitete usluge i koncept razine usluge u identificiranim priručnicima (HCM, ADRM, TCQSM). Koncept razine usluge (LOS) omogućuje jednostavnu prezentaciju razine usluge svim interesnim skupinama upotrebom šestorazinske ljestvice od A do F. Na temelju dobivenih spoznaja predložena je metodologija vrjednovanja kapaciteta i razine usluge u trajektnoj luci primjenom postojećih LOS ljestvica. Primjenom predložene metodologije vrednovana je razina usluge južnoga dijela splitske Gradske luke. Empirijskom metodom definirana je distribucija preuranjenosti dolaska odlaznih putnika i vozila tijekom visoke sezone u trajektnom prometu u splitskoj Gradskoj luci te je izrađen mikrosimulacijski model područja analize. Znanstveni i aplikativni doprinosi doktorskoga rada očituju se u: a) izboru optimalne metodologije određivanja i mjerenja mjerodavnoga vršnoga satnoga opterećenja u trajektnoj luci, b) definiranju univerzalnih metoda vrjednovanja kapaciteta i kvalitete usluge u trajektnoj luci za domaći promet primjenom koncepta razine usluge te c) primjenjivosti simulacijskoga modela kod vrjednovanja kapaciteta i razine usluge u splitskoj Gradskoj luci tijekom mjerodavnoga vršnoga satnoga opterećenja te kod drugih turističkih trajektnih luka.

Methods for evaluation of capacity and level of service in ferry port

In transport engineering the Level of Service (LOS) concept is often used as reference for planning, designing and organising transport facilities operations as it provides a simple presentation of service level to all stakeholders by using six grade scales from A to F. This qualitative measure is calculated by measuring sustainable capacity of a facility during the relevant peak period and associating the obtained quantitative measure with corresponding letter, in accordance with predefined LOS scales. Most of these scales are defined in manuals that are primarily intended for use in road and air transport, and have been analysed in this doctoral thesis in order to identify their appropriateness and usage in determination of the level of service in ro-ro ferry ports. In these manuals each scale is specifically defined for each subsystem of transport facility. So, as part of this doctoral thesis, technological processes of traffic inside ro-ro ferry ports were analysed in order to divide the port in core subsystems. Based on the obtained findings the port was divided into three main subsystems: wharf area, marshalling area and passenger facilities. Each subsystem characteristics were further analysed. Afterwards, an analysis of the quality of service concept and of the level of service concept was performed based on identified manuals. The existing notions on quality of service in maritime ports have been analysed together with formulas for calculating sustainable capacity of the ro-ro ferry ports. Based on the findings, a methodology for evaluation of capacity and level of service in ro-ro ferry ports by using existing LOS scale was proposed. Methods for measuring peak periods were also identified in manuals for planning transport facilities in air and road transport. In order to identify their applicability in ro-ro ferry ports with marked seasonal traffic, these methods were also analysed. Applicability of these methods was studied on the example of the City port in Split and the passenger port Zadar. At the end of this doctoral thesis the proposed methodology for evaluation of capacity and level of service in ro-ro ferry ports by using existing LOS scale was applied on the south part of the ro-ro ferry port in Split. For the purpose of evaluation, arrival earliness distribution of passengers and vehicles during high season in ro-ro ferry traffic for City port in Split was defined using empirical method, and a micro-simulation model of the analysed area was built.
