Implementation of the European Research Project ESLC in Primary Schools in the Republic of Croatia

The ESLC – the European Survey on Language Competences – is a European Commission research project, providing information about foreign language learning at the end of ISCED 2, which in the case of Republic of Croatia is the 8th grade of primary school. Fourteen European countries participated in the project, allowing researchers to collect extensive background information about foreign language teaching, which can be used to make comparisons between participating countries. The ESLC is the first survey of its type and aims to be a key tool for European governments to use in developing language-learning policies. It will help governments to understand existing levels of second language proficiency and how those levels compare with other countries. It will also provide information on how language proficiency relates to demographic, social, economic and educational variables. Information in the survey can then be used to influence policy and improve national standards. A total of 151 primary schools, selected by random sampling, participated in the ESLC project in the Republic of Croatia. The stratification factor was the indicator of urbanisation. The learners, a total of 3, 625, participated in the study of acquired skills in English and German. Each learner wrote two exams combining the following three competences: listening, reading and writing. All schools were given the opportunity to conduct the investigations electronically, and 27 of them decided to do so. A large turnout of learners (94%) indicates the high motivation of learners in primary schools and an understanding of the importance of conducting such research projects.
