Performance Indicators in Assessing the Science-Business Collaboration: Croatian Case Study

The aim of this paper is to define different types of collaboration between universities and business and to propose indicators for evaluating the collaboration activities in the Republic of Croatia. There are numerous empirical studies indicating that cooperation between the two mentioned sectors is very important since it has large economic and societal impacts. However, when one wants to evaluate that cooperation it leads to problems. That is because of the fact that this is a highly complex area and it is difficult to measure how successfully universities engage in knowledge/technology transfer activities. There are no agreed set of measurement tools, and without them it is not possible to evaluate the effectiveness. Common indicators for measuring university-business collaboration are number of patents or licenses, but they do not cover all the complexities of collaboration and knowledge transfer between university and industry. Therefore, this paper gives an overview of different forms of knowledge/technology transfer and proposes indicators that could be used in evaluating their effectiveness in the Republic of Croatia. Forms of knowledge transfer are defined by exploring the existing professional and scientific literature, online sources, and by interviews with both key stakeholders, representatives of scientific and business sector.
