Institutional capacities for EU funds absorption in the Republic of Croatia

Absorption capacity for EU funds greatly depends on the public governance and its quality. A country with significant absorption capacities has a better chance of withdrawing more EU funds for the project implementation. Utilization of the European funds largely depends on the institutional framework, skilled people, transparent processes of projects evaluation and contracting, as well as intensive cooperation between countries in the region and the EU. Practical experience of Poland represents the key benchmark of absorption capacity of an individual state. There are different, but equally difficult experiences in the region concerning the preparation for and use of the EU financial aid. Former Yugoslav republics are dealing with the candidacy and pre-accession periods in their own ways, mostly through the painful process of institutional change and adjustment. One year after the accession to the European Union, Croatia is still struglling to change its way of public functioning in order to absorb funds given by the European Structural and Cohesion funds. Institutional change followed by the administrative structure and capacity are the key elements of absorption and the EU funds management. In the last few years of its accession country status, and one year after joining the EU, Croatia has significantly improved its results, thanks to the involvement of accredited institutions in the process of managing EU funds.
