Institutional collective management is slow to adapt to rapid technological change in the digital environment. In the case of mobile software applications, smartphone and tablet operating systems with centralized application repository augment the ability of authors and rights holders to control the commercial exploitation of their works. However, DRM technologies used to prevent unauthorized reproduction, distribution and use of protected works can also create unwanted market effects limiting authors and users.
