European Air Traffic Management System with Reference to Bosnia and Herzegovina

The continuous growth of air traffic and transport demand in Europe caused high rates of airspace congestion and delays in air traffic at the end of the last century. The impact of delays and congestion in air traffic is reflected on the economy in huge financial losses and unnecessary costs. The European Air Traffic Management System (ATMS), due to the large number of defects, greatly contributes to the creation of congestion and delays in air traffic, and it is, therefore, necessary to reorganize and optimize it. Reorganization and optimization of the European ATM system began in early 2000 by introducing the Single European Sky project. This project identified the main problems of the European ATM system, such as fragmentation of airspace, technical obsolescence systems and infrastructure, differences in procedures used by the European air navigation service providers, lack of the plans and the development strategies at the European level, poor cooperation between the neighboring countries, poor information flow, mismatch of the route network, poor coordination between military and civilian authorities, and the lack of airspace capacity. This paper analyzes the current status of implementation of the European air traffic management system, and the projection of air traffic following the implementation of the Single European Sky legislation. In this context, the paper specified the main determinants of strategic development of air traffic management system in Bosnia and Herzegovina, and its implementation and operationalization.
