Analysis of Reasons for Failure of a Major Information System Project
A major state-owned company with significant income and presence in all parts of the country declared the failure of its few years long predominantly outsourced information system development project. The authors performed a very quick analysis of reasons for failure. The detected reasons range from delegation of project leadership to an over-ambitious outsourcer, development by an outsourcing company tending to speed up the development relying on CASE tools as cure for all and neglecting the really needed functionality to the neglect of in-house knowledge and computing expertise and disregard of existing applications and practices. The over-sized, strongly interconnected and complex system was meant to be implemented as a whole in shortest time. The basic functionality was lacking although a very sophisticated and advanced meta data-model was designed. Estranged by the failure, having in mind rather high competence of most of the involved parties, the authors speculate also about the motives or lack of them, regarding the project success. Some guidelines and options for the future Company proceedings are given.
