European policy of multilingualism and of linguistic diversity

The documents issued by the European institutions and organisations may be divided into three categories, based on their targeted addressees: - policy documents (the language policy documents and all-inclusive documents and publications), - teachers' documents (language teaching profession), and - learners' documents (LL and learners’ position improvement documents). Historically, the first documents issued by the political bodies of the Community/Union were the instruments defining the language policy of the Member States regarding the languages used in their official documents. Since those founding days, it has been possible to differentiate between several stages in the development of the EU language policy: - the period of the late 50s – the enacting of languages for the official use within the EEC member states, - the period after 1976 – characterised by an intention to make the protection of linguistic and cultural heritage one of the cornerstones of the European construction, - the period of the 1980s with intensive discussions about learning languages of the EC member states in other member states, and - the period after 2002 specific for the broadening of the EU view of multilingualism through the Barcelona goals, and embracing the idea of learning of non-European languages as important. Since 2007, when the Commissioner for Multilingualism was appointed for the first time, the awareness of the importance of the required language skills for economy, mobility and for social cohesion has constantly been raised.
