Asset governance in Croatia

Asset Governance is systematic and coordinated business strategy, through which an organization can optimal manage its physical assets, resulting in increased perfomance and growth. Asset Governance can be defined also as the laws, policies, and procedures that ensure organisations run in the interest of owners and resources are allocated, managed, and redeployed to maximise productivity and value (Alles, Datar and Friedland, 2005). With Asset Governance company can creating framework for asset management processes, organisational structure, high economic performance and growth on long time horizont. They include a decision making process in regards to the asset life-cycle, higher level of accountability and transparency in asset reporting and penalty system for asset users. The Croatian organisations and companies follow the trend albeit with some delay. A survey conducted in 2013 on a sample of 30 companies indicated some improvements. It showed that 56.7 percent of companies have in place an Asset Management team dealing with some form of asset management. There is also an interesting project going on: the government proposed a strategy for management of a large number of state-owned assets including property (land, buildings and other facilities) that were formerly occupied by Yugoslav army and after liberation these assets were assumed by the government. A number of valuable properties are located on the Adriatic coast in a beautiful natural surrounding. In managing these assets some other challenges need to be addressed: environmental issues, sustainability and how they can best serve the community.
