Supervision of production and quality of forest reproductive material in the Republic of Croatia ; Nadzor nad proizvodnjom i nad kvalitetom šumskog reprodukcijskog materijala u RH

Croatian Forest Research Institute (CFRI) is designated, based on the Act of Forest Reproductive Material (Official Gazette no 75/2009, 61/2011, 56/13), as an Official body (OB) that conducts control of forest reproductive material and supervises the production, market distribution and overall quality of forest reproductive material. In order to preserve genetic diversity of forest tree species and its genetic resources, official body needs to form and preserve forest reproductive material by establishing seed bank and gene bank of different forest tree species. Seed bank and gene bank are formed in order to avoid insufficiency of forest reproductive material that is required to maintain sustainable forest management and conservation of forest genetic sources. Forest seeds reserves stored in seed bank are used for planting material production and are used for biological reforestation prescribed with forest management planes, and they are owned by Republic of Croatia. For supervising the quality of forest seeds before placing on the market, Croatian Forest Research Institute has Laboratory for seed testing (LIS). It is equipped with adequate equipment, and has educated and well trained staff assigned to test seed quality. In order to improve quality of service and competitiveness on the seed market in the Laboratory for seed testing was introduced quality system for the competence of testing and calibration laboratories according to the norm HRN EN ISO/IEC 17025. Official body is under surveillance of relevant ministry – Ministry of Agriculture Republic of Croatia. Hrvatski šumarski određen je, temeljem Zakonu o šumskom reprodukcijskom materijalu (NN 75/2009, 61/2011, 56/13), kao Službeno tijelo koje obavlja poslove i odgovorno je za obavljanje poslova kontrole proizvodnje, stavljanja na tržište i kakvoće šumskog reprodukcijskog materijala. Radi očuvanja genetske raznolikosti svojti šumskog drveća i njihovih genetskih izvora, Službeno tijelo također skrbi o formiranju i čuvanju rezervi sjemenskog materijala te ustanovljava genetsku i sjemensku banku svojti šumskog drveća. Sjemenska štedionica i genetska banka osnivaju se radi sprječavanja pomanjkanja šumskog reprodukcijskog materijala namijenjenog za uzgoj sadnog materijala potrebnog za održivo gospodarenje šumama i očuvanje šumskih genetskih izvora. Rezerve sjemenskog materijala iz sjemenske štedionice koriste se za proizvodnju sadnog materijala namijenjenog za biološku obnovu šuma sukladno propisima o šumama, a vlasništvo su Republike Hrvatske. Za nadzor nad kvalitetom sjemena Hrvatski šumarski institut posjeduje Laboratorij za ispitivanje kvalitete sjemena koji je opremljen odgovarajućom suvremenom opremom, te ima stručno, educirano i uvježbano osoblje koje provodi ispitivanja. Radi postizanja konkurentnosti na tržištu u Laboratorij za ispitivanje sjemena Hrvatskoga šumarskog instituta uveden je sustav upravljanja prema međunarodnome akreditacijskom standardu HRN EN ISO/IEC 17025 za ispitne i umjerne laboratorije. Službeno tijelo pod nadzorom je resornog Ministarstva – Ministarstvo poljoprivrede RH, Uprava šumarstva, lovstva i drvne industrije.
