The Case of Dubrovnik, UNESCO World Heritage Site Under Siege 1991/1992

The destruction of cultural and historical heritage during the violent break-up of the former Yugoslavia (1991-1995) is the worst case of deliberate architectural destruction in Europe since the Second World War. In one of the most shoking episodes of this destruction, the target was Dubrovnik. This essay will discuss the origins of that conflict, the targeting of Dubrovnik, and post-war efforts to reconstruct the city. It will pose three questions for reflection and analysis: Why was Dubrovnik targeted? What was the strenghts and weaknesses of the programme of reconstruction that was pursued after the attacks ended? Have existing institutions responded adequately and appropriately to the perpetrators?
