Measuring Productivity Changes Caused by Transition Process (Case Study: Cratian Industry)
This paper has two basic goals. The first is to investigate ability of nonparametric evaluation of long-term productivity changes in macroeconomics systems by using DEA (Data Envelopment Analysis) methodology. The second one is the application of DEA to measure productivity changes in the Croatian industry for the period from 1987 to 1996. DEA methodology is used to evaluate relative efficiency or productivity in (macro or micro) economic systems, particularly in cases in which there are many different inputs and outputs, and relation between those inputs and outputs is not available with some of the known production functions. Although productivity evaluation in this work is based on only two inputs and one output the classical approach based on productivity function is substituted by the approach based on DEA methodology, primarily due to the limited availability of a valid statistical basis for such an analysis. The transition of the Croatian social-economic system involves the transition of the national system of social accounting. And even though there are estimates of GDP changes for the entire industry, official statistics doesnt provide information on the GDP in single industries or information on fixed funds. In these circumstances any analysis of the efficiency of Croatian industry requires the reconstruction of statistical information. This reconstruction is based on the existing "indices of physical output in industry", although they are not completely comparable with changes in GDP. Data on fixed funds are reconstructed according to the information on fixed funds balance in 1987, and information on "realised investment" in other years of the period surveyed. The relatively short period (1987-1996) and insufficiently reliable information have affected the non-parametric approach in evaluating efficiency, i.e. the evaluation of productivity changes in Croatian industries during the transition period.
