Is is time to reform EU multilingualism?
This presentation examines the extent to which EU multilingual legislation satisfies the requirements for the legal certainty of citizens recognised by human rights law. At the heart of the problem is legal translation and the resulting divergences between the 23 authentic texts of EU legislation. In an attempt to preserve the status quo of EU multilingualism, the author encourages DGT translators to take a receiver-oriented approach by producing texts which are "sufficiently clear" so as to enable the citizens of their respective Member States to "predict" the legal effects of the particular instrument. Predictability is the key requirement for legal certainty.
