Perception of unethical behavior in the Croatian Public Administration: Do we see int he same way?

The main aim of this expose is to show how different groups of citizens, civil servants in state administration and public servants in local units' administrative bodies (as "observers" or/and "participants" of unethical activities) see unethical conducts and ethical measures in Croatian state administration and local self- government. The author made anonymous questionnaires (during December 2012 / January 2013, and June / July 2013) for three groups of examinees (1420 of them): (1) citizens from different region of the Croatia, (2) public servants and heads of administrative departments employed in local units' administrative bodies, and (3) civil servants, managers and political executives employed in the central state administration bodies, with the same, similar or comparable questions about ethics, unethical conducts and desirable ethical measures. The analyses of the survey focused on two levels of comparison. The first is a comparison between the answers of citizens about unethical conducts of local staff in their local units (group no. 1.) with answers of local public servants and functionaries who are employed in local services (group no. 2.). Another level of comparison is between perception of civil servants employed in the state administrations (group no. 3.) and public servants employed in the local-self government units' administrative bodies (group no. 2.). The survey shows much similarities and some differences between answers of group no. 2. and group no. 3. On the other side, citizens have pretty different perception regards to unethical behavior in local-self government units than public servants employed in local units' administrative bodies. When comparing proposed ethical measures of the three groups there are very noticable similarities and some differences.
