BiogasIN - results from the survey among biogas stakeholders in CEE countries ; Croatia - Biogas policy (new regulations)
The aim of the biogas survey is to capture the real experiences in implementation of biogas projects and to identify specific problems arising during the procedures. Surveys were conducted in Bulgaria, Croatia, Czech Republic, Greece, Latvia, Romania and Slovenia. The results have contributed to the development of Biogas Policy Roadmap for CEE countries. The questionnaire-based survey was focused on permitting procedures, financing options and procedures for biogas projects. The conclusions from the surveys were: - low knowledge capacity among stakeholders ; - unclear laws and complicated procedure ; - few well-developed projects ; - no capacity to recognize bankable projects ; - low (no) governmental support - signal for a risky investment ; - changes in support measures - signal for an unstable market. Results are a small number of operating agricultural biogas plants and inadequate or/and unstable national policies. Description of the Croatian national biogas policy (legislature and market development).
