The Responsibility of Public Administration in Developing Tourist Destinations – Safety Issues

The paper discusses the importance and role of public administration in the development of tourist destination. The special emphasis is given to the safety aspect as one of the most important determinant in choosing travel destinations. The authors define the safety as one of the most important human needs and one of the important issues in tourism. Under the impact of global changes, crises and recession, technological advancement and other changes, which, on the one hand, carry well-being and prosperity, but on the other hand broaden the gap between the rich and the poor, resulting in conflicts, the issue of safety has never been more topical. Tourism and travel are considered one of the world’s greatest forces of peace and understanding today. People who travel come into contact with other cultures ; they learn to accept and appreciate the diversity of other, different nations, and so contribute to world peace. Just as tourism cannot develop in a devastated environment, neither can it develop in a destination that is not safe. In the 1990s, Croatia was witness to this fact, and it still has not fully recovered from the consequences of war. Not only does tourism flee from areas directly affected by war, terrorism and crime, but it also flees from neighbouring destinations. The authors point to the possible and logical consequences to tourism as a result of global crises that bring insecurity to residents and potential tourists alike. They seek to define the measures needed to overcome the present issues and crisis spots, and underline the importance of the joint action of authorities.
