The Safety and Environmental Standards Improvement in Shipping
Shipping is largely a free market, leaving a considerable scope for ship owners to set their operating policy. This includes the level of expenditure on safety, pollution prevention, maintenance costs and degree of compliance with international standards. This is possible because of the approach and attention of the different bodies in change of ensuring or monitoring compliance. Safe, efficient and pollution free transport can only be achieved if all sectors contribute equally, a ship construction and maintenance, but also the equipment, manning, competence of management and operations. Enforcement is necessary to safeguard standards and fair competition and strict application is crucial to avoid penalizing the high owner standard. This paper deals with the safety and environmental standards improvement in shipping, at the same time making ship operations economically more attractive.
