Employment of people with mental disabilities in Croatia - a clash between the practice and legislation

Croatia is certainly a unique country in the world when it comes to the number of disability pension beneficiaries. A large number of disability pensions is a result of not only the war activities in the 90-ies of the 20th century, but also inadequate government policies that retired relatively young warriors with mental illnesses and/or physical disabilities excluding them permanently by such social care from the labour market. Today the aforementioned social and political measure is a weight around the neck of each Croatian government, under conditions of financing the unsustainable pension system and vociferous demands for the audit of pensions awarded in that way. On the other hand, although it is among the first countries to ratify the UN Convention on the Rights of Persons with Disabilities and despite the existing legal framework, Croatia is not able to secure participation in the labour market for mentally disabled people (people with intellectual and psychosocial disabilities) who want and have the capacity to do certain jobs and achieve true inclusion in Croatian society through economic independence.
