The State of Play Croatian Labour Law at EU Accession
This working paper aims to explain the specifics of the Croatian labour law at the time of Croatian joining the EU. For a better understanding of these specifics the working paper begins with statistical date on Croatian economy and labour market. The section on Croatian Labour Act highlights the influence of German protective labour legislation on Croatian labour law. The section on Croatian individual labour law explores the inflexible and flexible employment forms (especially temporary agency work) and regulation of working time. In order to explore the specifics of trade union scene in Croatia the section on Croatian collective labour law explains the role of trade unions in regulation of after-effect of collective agreements. Finally, in the concluding remarks the author emphasizes a lack of strategy in shaping a policy and legislative framework in this area ; too many amendments of relevant laws that frustrate the principle of legal certainty, and a problem of too complex legislative provisions that are not in the interests both of the employers and of the employees.
