Safety of Clothing and Footwear

Clothing and dressing play important roles in children’s learning and development. Even very young children can have a keen interest in what they and others wear. As children become older they often also become interested in clothing that shows favourite characters. Many school aged children, and even some younger children, are conscious of labels and fashions. Children’s clothing can have a significant impact upon their health, safety and wellbeing. UK accident statistics for 2000 to 2002 show a 65% increase in accidents involving children’s clothing. This can relate not only to the types of clothes that children wear, but also to when and how these are worn. A child’s age is also an important consideration for when determining how a child’s clothing may affect their comfort and safety. Clear policies and procedures about appropriate dress for children are important, both to guide practice in the service and to ensure that families and professionals operate with the same understandings. When it comes to safety the Ministry of Economy and State Inspector’s Office in Croatia published (in April 2012) Guide for safety of children’s clothing based on The law on general product safety (NN no. 30/09., 139/10.) and HZN standard: Safety of children’s clothing - Cords & drawstrings on children’s clothing – Specifications HRN EN 14682:2008. The aim of this standard was to minimise the risk of accidental entrapment by cords and drawstrings on children’s clothing, taking into account the child’s age, behaviour, activities and level of supervision. Inadequate length of the cords or drawstrings can cause serious injuries of children. Accordingly the entrapment of hood or neck cords in playground equipment resulting in strangulation. Entrapment of cords and strings from the waist and lower edges of the garment being caught in moving vehicles such as bus doors and bicycles, resulting in severe injury or death from being dragged or run over by a vehicle. Young children often swallow buttons and other decorative foreign bodies, inhale them or push them into body cavities such as the nose and ear. To ensure product safety the companies must take action to mitigate the risk to which purchasers of the product are exposed to including having the item adjusted to conform with current safety standards or removing the items from the shelves and ensuring future product lines conform with safety requirements.
