Differences in the efficiency of various health care providers in Croatia.

Due to economic growth in developing countries, the public sector is faced with various challenges for increasing the quality of public service, including the health care service. A need for reforms and some new solutions in the health care service are followed with the intention to reduce the government consumption in GDP. These reforms involve competitive markets, liberalization and privatization of health care. Privatization of public services becomes more widespread with developing of the neoliberal consensus and New Public Management that sought to reduce the role of the state. Comprehensive privatization is not a solution for increasing the quality of public service, because of the existence of market failure. Instead, the attempt to overcome the gap between these needs and opportunities in the health care service in almost every country, the private sector in providing these services through public-private partnerships should be included. During years, researchers, academics and policymakers have debated the differences between public and private health care providers - especially on the extent to which they benefit to their society. Much of the research remains inconclusive. There is still an open question whether the public-private partnerships are good for patients, or do they result in reducing public expenditures, with overemphasized of private profits that poses a threat to the quality of care? In this paper we examine the differences in the efficiency of various health care providers in Croatia. These differences will be examined using hierarchical cluster analysis within Ward method and statistical tests. Our findings indicate that private subject is more likely to offer more-profitable services, i.e. services for young and health people and lucrative services. On the other hand public subject often provide less-profitable services. It is not clear whether more-profitable subjects provide better health care service according to their efficiency in comparison to less-profitable subjects. Therefore, our goal is to examine the efficiency in terms of inputs rather than expenditures on these inputs. However, the efficiency is often defined as the level of outputs that can be obtained from a given mix of inputs.
