Performance-specified Maintenance Contracting: The Croatian Approach to Improving Road Quality

Performance-based contracting is a concept which is supposed to increase the efficiency and effectiveness of highway maintenance operations.Purpose of performance based contracting of road maintenance works is to ensure that the physical condition of roads under contract is meeting the agency and customers needs over the entire period of the contract. This type of contract significantly expands the role of the private sector within the total asset management. Payments are based on contractor's ability to comply with the performance defined in the contract, and not on the amount of works and services executed. Paper provides a short description of current contracting , supervision and payment procedure under traditional method of contracting maintenance works in Croatian Roads Ltd., and explains in which way would using performance maintenance contracting (PMC) scheme overcome resulting problems. It also provides brief description of PMC implementation process, recognizes potential problems and provides solving suggestions.
