Innovative Business Model in Croatian Tourism Industry: Public-Private Partnership Empirical Evidence,

In a modern world where ideas move global economy it is not surprising that the realisation of numerous investment projects is based on public-private partnership (PPP). The prevalent concept of the comparative advantages of material resources started to lose its significance while the role of innovations, creativity and knowledge became the main basis of the world's economy. Becoming one of the most important actors in a new, entrepreneurial economy, the private sector is trying to initiate new business ventures and models in cooperation with the public sector. On the other hand, the public sector, which operates with limited resources, is faced with an increasing demand for investment in local development, and these challenges are impelling it to find new business models based on partnerships with the private sector. The aim of this paper is to contribute to the better understanding of the partnership idea as a modern form of cooperation between the public and private sectors. The paper presents innovative business model, where the involvement of the private sector in financing the project presents just one part of the public-private partnership activity. The remaining aspects of the presented partnership involve: design, building, operation, maintenance and management of the complex. Analysed example shows that it is possible to overcome scarcity of public resources by involving the private sector in partnerships, where the entrepreneurial spirit of the private sector will accomplish its own as well as public objectives. Empirical evidence has shown how the compound restructuring processes from an industrial to an entrepreneurial-based economy can be accelerated by revitalisation of public idle land and by implementation of the PPP model. Encouragement of local development by the application of PPP, as illustrated, can contribute to better market valorisation of the endogenous potential in the realisation of new tourist, sport and commercial activities which generate new services, new jobs creation and increased revenue for all involved business partners.
