Strategic Planning of the Government administration information system (SPGAIS) with special respect to the place control
This paper deals with the Strategic Planning of the Local Government and Government Administration Information Systems (SPLGIS & SPGAIS). For this purpose it is necessary to start with the strategic planning of the Government Administration (SPGA) as well as with the strategic planning of the information system (SPIS). Within the applied information system/information technology (IS/IT) the Geographical Information System (GIS) as used by the Government Space Control subsystem is descused as well. Therre are three main authority domains of the Governmet's Administration authorities to be supported by information system/information technology: Constitution Authorities (Parliament), Executive Authotorities (Presidency and Ministies) and Judicature Authorities (Courts). Special attantion was paid to the space distribution of the govrment institution and their interconnections. This implies two significant problems: authorisation (by Law)and allocation of the goverment institutions who are responsible to create particular adat bases, maintain and make them avaible to any other authorised goverment institution;and fully controlled goverment data network to transfer this information.
