EXTERNAL EVALUATION AND EARLY FOREIGN LANGUAGE LEARNING
The thesis studies the concept of early foreign learning and external evaluation in Croatia. It also focuses on describing the National Centre for External Evaluation of Education, national exams and subjects for evaluation, the Common European Framework of Reference for Languages (CEFR), the Croatian National Educational Standard (CNES), the Educational Plan and Program for Primary Schools and acquisition of writing skill as one of the four basic language skills (speaking, listening, reading and writing). The empirical part of this thesis explains and analyzes in detail the written part of the English exam conducted among 4th graders in Croatia. Since writing is a complex process and because the most frequent mistakes among 4th graders that took the exam were lexical-semantic mistakes it can be concluded that during English lessons more time should be devoted to developing writing skills. Finally, the National Exam of English language is a good start when talking about the improvement of quality of early foreign language learning.
