Learning OBjective To understand the work of CEC and their relationship with healthcare institutions in countries in transition like Croatia. Background In teh ternsitional societies in Europe legalistic approach to formation of CECs is not uncommon and tarnsforms ethics committees into bureaucratic bodies. It is often that CECs exsist only to fulfil the legal requirements exsisting in different laws and bylaws. These societies feel more at ease when regulatory frameworks in all areas as well as in health care are implemented by state. This, it is not surprising that the work of CECs in hospitals is intransparent and not well understood. Aim To propose improvements for exsisting situation Method Data form the published studies and case analysis will be used to propose possible remedies for teh exsisting situation. Results- Conculsion A number of steps need to be taken in oredr for ethics committees to develop the kind of robust institutional education programs that can foster and support the ethics case deliberation model. The selection criteria for committee membership must be redirected to put emphasis on knowledge and expertise rather than on the perceived satus of the member, or based on the preferences of hospital administartion. Ethics committees should assume the responsibility of educating helath care teams as their first priority, if they are to create an adequate environment for clinical case deliberation.
